Bill No. 12150, which is the final requirement for Ukraine's accession to the single European roaming space Roam like at home (RLAH), was signed by Ukrainian President Volodymyr Zelensky.
As reported by the National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCEC), the next step is to submit this law to the European Commission for an official assessment of its compliance with EU law.
"Ukraine is taking another step towards joining "Roaming like at home". With the signing of the law, Ukraine has completed its homework on legislative and regulatory approximation to EU law on roaming and thereby created the conditions for integration into the EU Digital Single Market in the roaming sector," the regulator said.
The National Commission also noted that in the event of a positive conclusion, the European Commission may initiate a decision on the mutual granting of the internal market regime for roaming between the EU and Ukraine, which would mean full adherence to the RLAH policy.
What will change Roaming like at home = Single Ukraine-EU roaming zone:
▪️Ukrainians will be able to use roaming services at the price of a domestic tariff when traveling to the EU - 27 member states;
▪️The cost of tariffs or conditions will not differ depending on the countries of residence in the EU;
▪️Ukrainians will be able to stay connected without any "roaming stress" and the need to look for a Wi-Fi connection.
It is also reported that this law improves certain provisions of the laws of Ukraine in accordance with the requirements of EU legislation in terms of:
▪️certain issues of general authorization, including for European providers of electronic communications networks and/or services;
▪️terms and rules for organizing access and interconnection of electronic communications networks and the relevant obligations of providers of electronic communications networks and/or services (operators), interaction with European providers when providing roaming services;
▪️the powers of the regulatory authority - NKEK - to impose obligations regarding access and interconnection of networks (in certain cases), in order to ensure the compatibility of services, which also concerns the rights of end users.
Recall that RLAH is a service that allows you to make calls, send SMS and transfer data included in the service package of Ukrainian operators without additional fees. EU residents will be able to take advantage of the same benefits in Ukraine.
