Volodymyr Zelenskyi signed Draft of the Law on Amendments to Certain Legislative Acts of Ukraine on Ensuring Civil Protection Requirements During Planning and Development of Territories, which provides for the arrangement of mandatory bomb shelters in every new building. The new law was adopted by the Verkhovna Rada on July 29, 2022, and now it has received the signature of the President.

In particular, urban planning documentation at the regional and local levels must now include a section on engineering and technical measures of civil protection, which defines the plan for the development of shelters and ensuring unhindered access to them for citizens.

The law contains the following initiatives:

  • taking civil protection measures into account at the stage of development of construction documentation;
  • simplification of the procedure for transferring land plots for the construction of bomb shelters;
  • mandatory placement of civil defense facilities (shelters, storage facilities, bomb shelters) during the construction of facilities where more than 50 people will be permanently present or more than 100 people will be periodically present;
  • need to keep shelters in constant readiness.

In addition, according to the law, the state architectural and construction control authorities can refuse to issue a certificate of readiness of the building for operation, if the developer does not properly fulfill the necessary conditions for the equipment of the bomb shelter.

It seems that Ukraine is moving into Israel’s regime, i.e. constant, even after our victory, readiness for a missile strike from “good neighbors”. And this is good.
