The Ministry of Defense of Ukraine has signed an additional agreement with the German Federal Ministry of Defense on cooperation in the field of digitalization of the defense sector for the period 2026–2028.
The document provides for financing key digital projects of the Armed Forces of Ukraine, in particular the DELTA combat system, the Army+ and Reserve+ applications, as well as other digital transformation initiatives.
The following areas have been identified within the framework of the strategic partnership:
- Support for the development, testing, and technical maintenance of the Army+ and Reserve+ applications.
- Development of functions, scaling and protection of the DELTA combat system infrastructure.
- Expansion of the digital ecosystem: digitalization of work with personnel, property and logistics, DOT-Chain Defence marketplace, Medical Information System of the Armed Forces of Ukraine, etc.
- Strengthening cyber defense, including expanding the Cyber Incident Response Center of the Ministry of Defense.
"This agreement sends a clear signal that support for the digitalisation of the defence sector continues to grow. It confirms that our allies recognise that technology ensures a significant advantage on the battlefield. We are grateful to our partners for their long-term cooperation in the digitalisation of the Armed Forces of Ukraine," said Oksana Ferchuk, Deputy Minister of Defense for Digital Development, Digital Transformations and Digitalization.
Earlier, Defense Minister Denys Shmyhal stated that the Ukrainian DELTA combat system has become the main control system for the joint command of participating countries in the NATO REPMUS 2025 exercises.
He emphasized that DELTA has confirmed compatibility with the latest Alliance standards and that it has helped coordinate more than 100 unmanned platforms - sea, underwater, land and air.
By the way, it was recently reported that in Ukraine, 70% of purchases of combat drones will be transferred to the defense marketplace DOT-Chain Defence within six months. As noted by the Defense Procurement Agency, only those types of military equipment where there are a large number of manufacturers and stable demand from the military will be transferred to the platform.
