The Ministry of Defence of Ukraine announced changes to the Procedure for Decommissioning Military Property in force in the Armed Forces of Ukraine and the State Special Transport Service.

The changes provide for the simplification of the processes of writing off equipment, including unmanned aerial vehicles, their components and ammunition. From now on, brigade commanders have the right to independently write off property lost, damaged or destroyed in battles using a single act of writing off.

The new rules apply to all military units that maintain accounting records, including those that are not part of the branches of the armed forces. A single act allows you to write off any property, except real estate, worth up to UAH 1.7 million. This allows you to unify the process and avoid ambiguities in the documentation.

Defence Minister Denys Shmyhal noted that the updated algorithm reduces the bureaucratic burden on combat units.

"Thanks to the updated algorithm for writing off military property, commanders will be able to independently approve unified acts of writing off. In particular, the features of writing off drones, ammunition and their components are regulated. At the same time, if the records are kept in digital format, approving the act becomes even simpler and more convenient, because there will no longer be a need to enter data into paper books," said Denys Shmyhal.

According to Deputy Minister of Defence Oksana Ferchuk, the new rules allow for the writing off of a complete set of UAVs, including components and weapons, by forming one writing off document per working day.

Units that maintain digital records are freed from the need to maintain additional paper logs, allowing logisticians and commanders to devote more time to combat missions.

How UAV write-offs were simplified

Now, unmanned aerial vehicles, systems, components, and ammunition for them are written off only according to the act of writing off as a result of the launch (or launches). No other acts are required.

In particular, this act can be used to write off:

  • unmanned aerial vehicles and systems used to destroy a target or as a false target during combat operations, as well as during exercises, tests, etc.;
  • components and equipment, such as antennas, boards, additional batteries;
  • ammunition and explosive materials, as well as means of detonation spent during the launches of the specified UAVs.

If several drones are launched in one day, one consolidated write-off act is issued for the entire unit per day.

This act, after coordination with the support services of the relevant military unit, is approved by its commander - namely the unit on whose balance sheet the property to be written off is located. Additional coordination with higher-level management is not required.

How to simplify the assembly and disassembly of UAVs

Previously, the decommissioning of a UAV required permission from the Logistics Forces Command. Now, the decommissioning or decommissioning is carried out using a single act of changing the qualitative state, which allows for the re-equipment of any device or the use of components needed by the unit. The act is approved by the commander of the military unit without approval from higher management.

The rules apply to the following unmanned systems:

  • unmanned aviation complexes (systems), which include Class I unmanned aerial vehicles;
  • unmanned ground (robotic) complexes (systems);
  • unmanned water (floating) complexes (systems).

These unmanned systems can be disassembled into individual components:

  • before commissioning by a military unit or support center - if it is necessary to transfer UAVs, remote control equipment, components and other components to the unit for further use;
  • after commissioning - in the event of consumption, loss, damage or destruction of unmanned aerial vehicles, remote control equipment or other components, if their restoration is impossible or economically inexpedient.

What are the advantages of digital property accounting?

Under the new rules, if property accounting is conducted in an information and communication system, a single act of write-off is approved without duplicating data in paper books and preparing extracts. Using a digital format reduces time and simplifies the procedure.

What documents need to be added to the single act?

A clear list of documents that are attached to approve a single write-off act has been determined. It includes:

  • Excerpt from the order of the commander of the military unit on the write-off of military property.
  • Act of change of qualitative condition - in case of dismantling or replenishment of the unmanned system.
  • Information on determining the residual value of military property.
  • Extracts from the shortage accounting book and the loss accounting book (if military property is not yet recorded in the information and communication system).
  • Photo or video recording of the fact of destruction, loss or damage to military property (if available).
  • Passport (form) or duplicate for weapons, equipment or other property, which is accounted for by number and quality indicators (if available).

Any other documents or materials are not required, and it is prohibited to request them.
