Russia plans to spend about $1.1 trillion on rearmament by 2036. This was stated by the head of the GUR of the Ministry of Defense of Ukraine, Lieutenant General Kyrylo Budanov, at a panel discussion during the annual meeting of Ukrainian ambassadors "Intelligence, Security, Diplomacy: A Joint Strategy for Victory," the department reported.

It was emphasized here that this is the largest arms program of the Russian Federation since the collapse of the Soviet Union.

"There is a total mobilization of politics, economy and society in the Russian Federation to prepare for a future large-scale war," noted Kyrylo Budanov.

The GUR added that within the framework of military reform in the Russian Federation, two new military districts have already been created - Moscow and Leningrad, and the formation of new divisions, formations and military units is also planned.

"Russia seeks to destroy the current security and economic order. To do this, Moscow is increasing its presence in Africa, primarily using its proxy forces: the Wagner PMC and the African Corps, and also supporting authoritarian regimes and terrorist organizations around the world," noted Kyrylo Budanov.

According to the department, the Russians are also trying to conduct hybrid information and cyber operations on the territory of other states, interfering in the civilized democratic process through controlled media and opinion leaders.

"Moscow aims to impose on countries its own vision of the future world order, where "big" states, primarily the Russian Federation, possess all the power, a monopoly on all critical resources, and decide the fate of the world in a closed circle," the head of the GUR emphasized.

According to data published in the spring by the independent international institute SIPRI, Russia's military spending last year reached $149 billion. Compared to the previous year, this figure increased by 38%.
