The National Anti-Corruption Bureau (NABU) has closed a high-profile case against the Ukrainian company Thermal Vision Technologies, which produces thermal imaging sights and monoculars under the Archer brand, due to a lack of evidence. NABU reported this on its Telegram channel.
"According to the results of the investigation, not enough evidence was collected to indicate that the actions of officials of the Ministry of Defence and the Archer company constituted a criminal offense," the bureau said.
The department also emphasized that opening a case does not always end with establishing the fact of a violation. NABU clarified that they did not find any elements of a crime in the actions of Archer and officials of the Ministry of Defence.
"We note that initial assessments do not always lead to the establishment of a crime or prosecution. At the same time, such cases become the basis for improving work and internal procedures," the report says.
The investigation began in October 2023. It was based on financial monitoring materials from one of the EU countries. It concerned the embezzlement of UAH 1.5 billion of public funds.
According to the investigation, the company allegedly signed a number of contracts to supply thermal imaging devices to the Defense Forces for this amount, but the supply was delayed by 9 months, although the advance payment was received.
In April 2025, the founder of Archer, Oleksandr Yaremenko, reported that NABU investigators came to the Archer LPP enterprise evacuated to the Czech Republic with a search warrant dated May 2024.
The founder also recalled that since 2014, the company has fulfilled over 200 military contracts. This includes over 20,000 military devices. According to Oleksandr Yaremenko, the company "did not take a single hryvnia from the country's budget for development or repairs."
