Critical defense industry enterprises allowed to temporarily book workers without identification documents

The Verkhovna Rada supported in the second reading a bill that gives critical enterprises the right to book people with improperly issued registration documents for 45 days. This was reported by People's Deputy Oleksiy Honcharenko.

This is document No. 13335 "On Amendments to Certain Legislative Acts of Ukraine Regarding the Organization of Labor Relations under Martial Law."

"That is, all military-liable employees of critically important enterprises, as well as enterprises of the defense-industrial complex, who do not have a military registration document or have it improperly issued, or are not on military registration, or have not specified their personal data, are subject to reservation," wrote Oleksiy Honcharenko.

The Ukrainian Council of Defence Industry explained that the document provides for the possibility of issuing a 45-day deferment from the moment of concluding an employment contract. However, no more than once a year for a specific person. During this time, the employee brings his military record into order, otherwise the cooperation is terminated, and the reservation is not continued.

Among other things, the mechanism is intended to apply only to "critically important" defense enterprises identified by the government. This makes arbitrary interpretations impossible.

Weapon manufacturers argue that this will allow the market to quickly close production bottlenecks without pauses due to bureaucratic delays in registration.

The bill was registered on May 30, 2025. In the first reading, the people's deputies supported it on September 3.
