Belarusian plant makes components for Russian military-industrial complex using EU equipment – investigation

Many countries have imposed sanctions against the Russian military-industrial complex and enterprises, but there are factories that are still operating in the Russian Federation. One of them is the Vitebsk Radio Components Plant Monolit. It produces and supplies capacitors, which are a key element of microcircuits. This is stated in the investigation of Sludstva.Info, the Belarusian service of Radio Liberty and the Belarusian Investigative Center.

According to journalists, between February 2022 and March 2025, Monolit VZRD sent goods worth $40 million to the Russian company Spets-Electronkomplekt. This company is one of the largest suppliers of electronic components to the VKP of the aggressor country.

More than 96% of purchases from Monolith are ceramic capacitors that stabilize the electrical voltage in microcircuits. Sources emphasize that the list of supplies included the scarce K10-84 models, which were developed specifically by Monolith. Such capacitors are not produced in Russia. These capacitors are widely used in the S-200 and S-300 missiles, and they are also found in the Iskander, Caliber, and Kh-101 missiles.

Journalists were able to identify the equipment used at the plant. These are KEKO Equipment Ltd (Slovenia) machines , Nabertherm GmbH (Germany) heat treatment furnaces, and Pro-face by Schneider Electric (Japan-France).

At the same time, only Ukraine imposed sanctions against the Monolit plant in 2023. There were no sanctions from the US and the EU.
