The Ministry of Digital Transformation of Ukraine has announced cooperation with the world leader in voice artificial intelligence technologies ElevenLabs. The company will help integrate the voice interface into Ukrainian government services, said the Minister of Digital Transformation Mykhailo Fedorov during IT Arena 2025.
"The future belongs to agent states. Ukraine is already moving towards a format where interaction with the state is reduced to a single request or voice message. The partnership with ElevenLabs, a world leader in voice technologies, gives our digital services a human voice and makes them more accessible to everyone. We have proven our ability to innovate at scale, and this cooperation will accelerate the transition to a proactive, agent state, where artificial intelligence really makes the lives of citizens easier," Fedorov noted.
ElevenLabs' voice technologies are already being used to voice the digital double of Mikhail Fedorov, who works as a chatbot in Telegram. The double recognizes voice messages and provides responses in the same format.
"Together with the Ministry of Digital Transformation of Ukraine, we are giving digital services a clear human voice, starting with the digital twin of Minister Fedorov, and later expanding this to Diia and other tools. Our goal is simple: to make public services in Ukraine faster and more accessible to everyone," said Mati Stanishevsky, co-founder and CEO of ElevenLabs
ElevenLab's voice technologies will also "voice" other government services. The plans are to integrate voice AI into the portal and the "Diya" application and introduce innovations into educational platforms, in particular, using voice functions in government educational applications.
Currently, voice AI functions are planned to be implemented into the Ministry of Digital Affairs' internal tools. In particular, AI assistants are going to be used for onboarding and the work of the HR team.
