The Ministry of Digital Transformation is providing mobile operators with tools to combat spam calls and intrusive advertising. These actions are part of a new resolution approved by the Cabinet of Ministers of Ukraine on June 25, 2025.
To reduce spam calls, businesses will need to sign a contract with their operator and register the numbers they can call from. If this condition is not met, calls from these numbers will be blocked automatically.
In addition, mobile operators will soon have the ability to block mobile numbers after users report spam calls.
In addition, the resolution amends other important rules. In particular, users in their personal accounts should be given the opportunity to turn off content services independently, without the need to contact the operator. Personal accounts should also have full control over expenses.
In addition, operators must immediately specify the Internet speed in the contract. If, with the promised 100 Mbps, consumers receive 40, this will be considered a violation of the contract. If the actual speed is lower, users can also file a complaint with the National Electricity Commission or go to court.
Another important change is the support for Ukrainians in the combat zone. According to the new rules, users should not lose connection due to non-payment of services, and at the same time, their SIM cards should not be blocked for non-payment. During the first login to the network, a free communication package should also be provided.
All of the above changes, including blocking spam calls, will be introduced gradually so that mobile operators have time for technical improvements.
