Today, June 19, 2025, the Verkhovna Rada adopted draft law No. 7508, which allows the creation of joint defense projects between the state and private business. As noted by the Minister for Strategic Industries German Smetanin, the document is aimed at activating public-private partnerships (PPP), in particular in the defense-industrial complex.
The new law allows attracting private investment in the military-industrial sector, developing the country's technological capabilities and modernizing production. Previously, such cooperation was legally impossible. In addition to defense, the updated PPP mechanism opens up wider opportunities for business participation in the reconstruction of destroyed infrastructure, construction and economic development in general.
As stated by the Minister of Economy of Ukraine Yulia Svyrydenko, the government expects that this law will allow attracting up to $1 billion in investments in specific projects in the coming years.
