The government allowed weapons manufacturers to use technologies owned by the Ministry of Defence

The Cabinet of Ministers of Ukraine has adopted a resolution that launches an experimental mechanism for transferring technologies developed within the Ministry of Defence system into serial production. This decision opens state developments to the market and creates conditions for effective private-public partnerships in the defense sector.

"With this decision, we are introducing a new system of working with defense technologies - from now on, effective developments immediately go into production and work to strengthen Ukraine's defense capabilities. This will allow us to increase production volumes, expand the range of weapons, and attract the potential of our partners from the EU and NATO countries," said the Minister of Defense of Ukraine Denys Shmyhal.

The essence of the solution

  • The resolution forms a new legal model for managing defense technologies developed within the Ministry of Defence system.
  • Manufacturers receive the right to produce weapons and military equipment based on state developments that have proven effective in combat conditions.
  • The technologies remain state property and are used according to the procedures of the Ministry of Defence.
  • Finished products will be supplied to the Armed Forces through public procurement, which guarantees transparency and control.

Who can join?

Ukrainian producers who: are allowed to participate in the experiment

  • have government contracts in the defense sector;
  • identified as critically important for ensuring the Armed Forces of Ukraine;
  • entered into the electronic register of executors of public contracts.

The possibility of international cooperation is also envisaged: foreign partners will be able to gain access to technologies provided that the manufactured products will be supplied to Ukraine as military-technical assistance.

Expected changes

  • scaling proven solutions by multiple manufacturers simultaneously;
  • increasing production volumes and saturating the front with proven equipment;
  • expansion of the weapons range at the expense of existing state developments;
  • elimination of "bottlenecks" in production facilities;
  • involving the potential of NATO partners in improving the technologies of the Ministry of Defence through a new export procedure.

Control and security

Access to technology will be granted only to verified manufacturers based on clear criteria. Production will be accompanied by state quality control, audits, and contractual terms that protect national interests.

The Ministry of Defence will inform about technologies available for production independently, as well as through the Innovation Development Fund and industry associations of manufacturers.

By the way, the Ministry of Defence of Ukraine previously reported that on the DOT-Chain Defence weapons marketplace, military personnel can now evaluate ordered drones and leave feedback on their use in combat conditions.

The department noted that the new option will help units make more informed choices - decisions will be based not only on technical characteristics, but also on real combat experience.
