The government meeting supported the resolution of the Ministry of Strategic Industry, which provides for the possibility of changing the prices of state contracts once after they are concluded, the ministry's press release states.
The adopted resolution applies only to state contracts with domestic manufacturers for the supply of UAVs, tactical-level electronic warfare equipment, and their components.
The price in the contract may be changed if technical, technological and engineering solutions have been changed, which will allow for improved results of the ordered equipment. These changes must be confirmed by appropriate justification.
To prevent corruption risks, the resolution provides for only a one-time increase in the contract price exclusively at the request of the state customer and with the mandatory provision of a new price calculation by the contractor. At the same time, the price increase is allowed by no more than 20% of the initial price of the state contract.
At the same time, the profit of the executor of the state contract should not exceed 25%, as provided for by Resolution No. 1275. The change in the contract price does not apply to contracts concluded through procurement using framework agreements, which are carried out taking into account the tactical and technical characteristics of unmanned systems or tactical-level electronic warfare equipment.
As a reminder, it was recently reported that a bill was introduced to the Verkhovna Rada, which provides for the possibility for weapons manufacturers to avoid prosecution for crimes committed during the execution of defense contracts. It is proposed to exempt representatives of the defense industry from liability for crimes committed before the law came into force.
