Ukraine has completed 47% of its missile program for 2025 – Ministry of Defense

As of June 1, 2025, Ukraine had implemented 47% of the tasks planned for 2025 under the missile program. This was stated by Deputy Minister of Defense of Ukraine, Brigadier General Anatoly Klochko, on the YouTube channel of the Ministry of Defense.

He reported that today the missile program is financed in three directions. The first is the state budget, thanks to which funds are allocated for priority developments of modern missile weapons. The second is initiative projects of private enterprises, which are financed with their own resources, without requiring state support. The third is cooperation with international partners, which allows Ukraine to receive additional funding and technological assistance.

General Klochko also said that the Ministry of Defense has already created two new bodies responsible for the development and implementation of missile systems, which separate the missile direction from the general system of development of munitions and weapons. These are the Department of Development of Missile Armaments and Missile Defense and the Main Directorate for Support of Missile Programs. This decision is aimed at eliminating bureaucratic barriers that hindered the rapid implementation of projects.

"If there is a question, we meet directly with the manufacturers, communicate, we take the initiative and we are interested in what they need to do it faster," said General Klochko.

In addition, the deputy stressed that the development of the ballistic missile program has reached a new level and today it is one of the key areas of defense development. According to him, domestic ballistics is not only about technology, but also about the ability of Ukrainian forces to hit strategic enemy targets deep in their defense. He added that the development of ballistics is actively progressing and the Ministry of Defense will soon reveal more information about this area.

The conversation also turned to drones, specifically the "Palyanytsia" drone missile. General Klochko said that this drone has proven itself quite well, showing high efficiency in combat missions.

Anatoly Klochko also spoke about changes in air defense. According to him, today combat missions in Ukraine are performed by a whole line of modifications of air defense systems provided by partners. He also emphasized that domestic Soviet-style air defense systems, such as the Buk and S-300 air defense systems, are also undergoing modernization.

"The Buk air defense system has received a new life and today it is already being armed with other missiles, performing combat missions. As for the S-300 complex, it will also undergo major changes, work on this is underway. So far, the changes are only on paper, but in the second half of 2025 there will be a more concrete, practical result that we can talk about," said Anatoly Klochko.

In addition, the Deputy Minister of Defense added that currently the domestic military-industrial complex provides up to a third of the weapons needs of the defense forces, and the quality of this weaponry and the effectiveness of its use are gradually improving.
