The Cabinet of Ministers has made changes to the procedure for purchasing Ukrainian tactical-level unmanned systems and electronic warfare equipment and their components. This was announced by the representative of the Cabinet of Ministers in the Verkhovna Rada, Taras Melnychuk, following the results of the government meeting on June 11.
According to him, it is stipulated that the acceptance of unmanned systems and tactical-level electronic warfare equipment can be carried out without the involvement of the state customer's representative offices.
"The basis for such acceptance is a quality certificate for each unit of goods provided by the executor of the state contract (agreement), which guarantees the parameters and characteristics declared by the manufacturer, quality, safety and technical condition of the products, which is confirmed by tests conducted by the manufacturer," added Taras Melnychuk.
It has also been established that the responsibility for the accuracy of the information specified in the quality certificate lies with the executor of the state contract.
By the way, in early June, the Verkhovna Rada adopted a set of bills on tax and customs benefits for manufacturers of drones controlled via fiber-optic cable. These are bills No. 13305 and No. 13306. Among their tasks is control over the intended use of goods that were imported with exemption from import duty and value-added tax.
The objectives of these documents are also to reduce the cost of production of unmanned systems that use optical cable for control and video signal transmission, as well as to increase the efficiency of providing the Ukrainian defense forces with the necessary technical means.
