The President of Ukraine signed laws on the launch of Defence City – Shmyhal
Ukrainian President Volodymyr Zelenskyy has signed laws launching Defence City, a special legal regime to support domestic defense-industrial complex enterprises, Defense Minister Denys Shmyhal announced.
As is known, on August 21, people's deputies voted for two documents: No. 13420 "On Amendments to the Tax Code of Ukraine and Other Laws of Ukraine Regarding Support for Enterprises of the Defense-Industrial Complex" and No. 13421 "On Amendments to Section XXI "Final and Transitional Provisions" of the Customs Code of Ukraine Regarding Support for Enterprises of the Defense-Industrial Complex."
The official website of the Verkhovna Rada indicates that No. 13420 was indeed returned with a signature from the President of Ukraine. However, as of 1:50 p.m., there is no such information on the website regarding No. 13421.
At the same time, the head of the defense department recalled that Defence City provides a number of benefits for manufacturers of weapons and military equipment:
- Exemption from income tax (subject to reinvestment);
- Exemption from land and real estate tax (if used in production);
- Exemption from environmental tax;
- Simplification of customs procedures;
- Simplified regime for the international transfer of defense products;
- The features of relocation and the implementation of measures to increase the protection of production facilities are supported by the state.
"Defense industry manufacturers that are of strategic importance for the state's defense capability and meet transparency requirements will be able to openly join Defence City," added Denys Shmyhal.
Before the vote on the laws, three major Ukrainian associations, which unite almost the entire domestic private arms market, expressed their opinions on the new regime.
