Ukrainian President Volodymyr Zelensky has signed two laws on tax and customs benefits for manufacturers of drones controlled via fiber-optic cable, according to information accompanying the documents on the Verkhovna Rada website.
One of the laws is entitled "On Amendments to the Customs Code of Ukraine Regarding the Exemption from Import Duty of Goods Imported into the Customs Territory of Ukraine for Security and Defense Needs, and the Elimination of Technical Inconsistencies."
The second document is called "On Amendments to Subsection 2 of Section XX "Transitional Provisions" of the Tax Code of Ukraine regarding exemption from value added tax on transactions involving the import of goods for security and defense needs into the customs territory of Ukraine."
The objectives of these laws are to control the intended use of goods that were imported with exemption from import duty and value added tax.
They are also aimed at reducing the cost of production of unmanned systems that use optical cable for control and video signal transmission, and increasing the efficiency of providing the Ukrainian defense forces with the necessary technical means.
The Verkhovna Rada adopted both documents in their entirety on June 4, 2025.
