The Cabinet of Ministers simplified the production of ammunition – Ministry of Defense

The government has regulated certain issues of production, procurement, and supply of explosives and ammunition to meet the needs of the Defense Forces under martial law, the Ministry of Defense said in a statement.

According to the defense ministry, the relevant resolution of July 16, 2025 "Some Issues of Production, Procurement and Supply of Explosives and Ammunition" was adopted at a meeting of the Cabinet of Ministers.

"The document approves the Procedure for the production, procurement and supply of explosives and ammunition and defines the algorithms and mechanisms of such procedures. Amendments have also been made to other resolutions to align with the new Procedure," the Ministry of Defense said in a statement.

The resolution states that enterprises that have already received the status of a manufacturer of ammunition and explosives, in accordance with the procedure for implementing the pilot project (approved by the Cabinet of Ministers of Ukraine Resolution No. 763), will continue their activities. This guarantees that the production processes that have already been launched will not stop.

Among other provisions of the resolution:

· All certificates for the storage of military explosives previously issued in accordance with Resolution No. 763 will remain valid for the period of the new order. Manufacturers of ammunition and explosives will not need to go through bureaucratic procedures again.

· Important clarification – any industrial explosive materials (even hunting powder) used to create ammunition for the Defense Forces are classified as military explosive materials. This simplifies their circulation and use in defense production.

· The government has removed administrative barriers for ammunition manufacturers. This allows enterprises that have the necessary technologies and competencies to quickly expand the production of ammunition, explosives, and other means of destruction.
