As of May 2025, the Defense Procurement Agency has already concluded state contracts for 83% of the proven need for defense goods for the Armed Forces of Ukraine. This is stated in the AOZ report.
The agency explained that the proven need is a list of weapons that the Armed Forces must purchase for the needs of the Armed Forces. The need is formed by the General Staff and the Ministry of Defense. The indicator is not static: over time, new volumes are added, positions are included to replace existing ones, etc.
The AOZ named the main areas in which state contracts have already been concluded for proven need as of May: ground equipment (85%), ammunition (83%), and unmanned aerial vehicles (81%).
"In the area of unmanned systems, it is planned to transfer work with the market to other tools, in particular, using the Prozorro electronic system for contracting and DOT-Chain Defense for orders. The corresponding volumes will be announced soon. A new nomenclature has been added for ammunition, reflecting the current priorities in providing the Armed Forces of Ukraine. As for equipment, where procurement projects are usually the most complex in structure, planned contracting is ongoing," said Arsen Zhumadilov, director of AOZ.
The agency emphasized that during the execution of contracts, all purchased goods are delivered to structures responsible for logistics and distribution, which further determine their direction in accordance with needs and decisions within the sector.
In particular, this applies to unmanned systems - for example, during January-May 2025, 593 thousand drones purchased by the AOZ were delivered to the front.
In early May 2025, the head of the ground equipment office of AOZ, Serhiy Prolubshchikov, stated that AOZ had already contracted about 8 thousand ground robotic complexes in 2025. According to him, the main attention is paid to cooperation with private companies that are being contracted by the state for the first time, since their number has increased significantly.
