The Verkhovna Rada has registered draft law No. 13423, which provides for the possibility of avoiding prosecution for crimes committed during the implementation of defense contracts. The Anti-Corruption Center writes about this.
The relevant changes were proposed by 126 MPs, 123 of whom represent the monomajority faction. The MPs propose to exclude criminal liability for all types of crimes if the crime is committed during the performance of a defense contract or to "strengthen the defense capability of the state" and the offender is an official of an enterprise included in the special list of defense companies.
The list itself will later be formed by the Ministry of Defense. It will be closed, information about the companies on it will not be public. And it will be possible to start new investigative actions against the companies on the list only by decision of the Prosecutor General.
The bill also provides for the possibility of exempting from criminal prosecution people who committed offenses before their company was included in the list.
As a reminder, in late April, the Security Service of Ukraine detained the heads of one of the leading state-owned enterprises of the Ukrainian defense-industrial complex and representatives of the military acceptance in the case of supplying defective mortar shells to the Defense Forces of Ukraine. The officials face 15 years in prison.
