The European Commission has proposed including Ukraine in the "Roam like at Home" single mobile space zone from January 1, 2026. This will allow Ukrainians to use mobile communications in EU countries at no additional cost, just like EU citizens in Ukraine.
The agreement covers calls, SMS and mobile data at domestic rates, guarantees access to emergency services and the same quality of communication. The current voluntary agreement between Ukrainian and European operators will be extended until the end of 2025.
The decision must be approved by the EU Council. The Commission noted that Ukraine has fully adapted its legislation to EU roaming rules, which was a necessary condition for integration.
This is the first area in which Ukraine will receive EU internal market status under the Association Agreement.
