Ukraine will create a register of banned programs. The State Special Communications Service is preparing a corresponding resolution of the Cabinet of Ministers. This was announced by the service's representative Igor Stelnik at the Svoe.IT 2025 conference in Kyiv.
The registry should operate on the basis of Law No. 4336-IX, which obliges state bodies not to use software included in the list of prohibited ones. According to Stelnyk, some hostile software is disguised as European or Ukrainian, so clear criteria are needed for inclusion in the registry.
Work on the resolution is already being completed. The State Service for Special Communications calls for involving the professional community in forming the principles of program selection.
The NSDC has previously imposed sanctions on a number of Russian websites and services, but their use has not completely disappeared. The new register should change the situation.
