The first state AI service has appeared in Ukraine
Ukraine has launched the first government service that uses artificial intelligence for automatic preliminary verification of documents.
As reported by the Ministry of Economy, Environment and Agriculture, this concerns the registration of a veterinary license in the "eDozvil" system.
"When an entrepreneur submits an application on the Diia portal, "eDozvil" works "behind the scenes": it checks documents, helps experts make decisions, and returns information about the result of the review back to Diia. The Ministry of Economy team was responsible for developing the system - from updating procedures to technical logic and integrating the AI module. The interface for business in Diia was created by the Ministry of Digital Transformation of Ukraine team. The project was implemented with funding from the European Union," the report said.
The new AI module automatically checks whether the submitted documents contain the required data, errors or inconsistencies. It is noted that this reduces the number of rejections, speeds up the processing of applications and gives state experts more time to make decisions that really require their attention.
The department noted that all calculations are carried out without transferring data abroad and in full compliance with current information security standards.
According to the Minister of Economy, Environment and Agriculture, Oleksiy Sobolev, this technology relieves experts of routine checks and gives them more time for what is truly important, and for businesses, it reduces bureaucracy and speeds up the start.
"The AI module in licenses is an example of how technology can work for the benefit of citizens, while storing data within the country," noted First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov.
In turn, the head of one of the departments of the EU Delegation to Ukraine, Asier Santillan Luzuriaga, stated that this AI solution in the electronic permits system demonstrates how technology can reduce bureaucracy, increase efficiency, and strengthen trust in state institutions — all while meeting the highest data protection standards.
During development, the team also faced challenges: documents come in different quality and with handwritten notes, real data cannot be used to train models, and computing resources in Ukraine are limited.
"To solve the problems, a hybrid approach was applied: the use of open models, synthetic data, and adaptive algorithms developed specifically for the needs of the public sector. The launch of the AI module in the veterinary license is just the first step. Its effectiveness will become the basis for further expansion of digital licensing and permitting procedures in Ukraine," the department explained.
Let us remind you that "eDozvil" is a state platform for submitting and processing applications for obtaining and making changes to permits and licenses.
As we reported earlier, the Ministry of Digital Transformation of Ukraine is gradually transforming the Diia service into an AI product — more than 52% of support questions are already processed by artificial intelligence.
The agency also decided to launch AI Factory, the first state project designed to ensure the creation and scaling of AI in Ukraine. It is noted that the new infrastructure will allow processing Ukrainians' data within the country - under the protection of sovereign data centers, which guarantees digital security and independence.
