Hetmantsev says that deputies will soon consider a bill on the legalization of the crypto market in Ukraine
In August 2025, the Ukrainian parliament will finally consider a bill to legalize the cryptocurrency industry in the country.
As stated by Danylo Hetmantsev, head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, the deputies do plan to hold the first reading of the document.
According to him, the draft law has already been put on the agenda, and the goal of the initiative is not just to regulate the sphere of digital assets, but also to provide legal protection to cryptocurrency owners, exchanges, and companies operating in the sector.
"We must provide the market with legal protection. To those people who own crypto. To those people who sell, to exchanges that carry out this activity. The state must recognize this thing and must give the owner the opportunity to protect his rights. Because you cannot fail to notice what is bigger than you," said the head of the Verkhovna Rada's Finance Committee.
According to the deputy, the cryptocurrency market in Ukraine is already formed, has a large scale and cannot be ignored. Danylo Getmantsev also noted that one of the key provisions of the document will be the ability to legalize previously acquired digital assets. To do this, citizens will be offered to declare cryptocurrency and pay a one-time 5% personal income tax and 5% military levy. After that, the assets will be considered legally acquired.
The deputy also noted that the 10% tax was agreed upon during lengthy consultations between Ukrainian state bodies and international experts, including representatives of the IMF. According to Danylo Hetmantsev, this is a compromise option that suits most market participants. At the same time, the official admitted that those who do not want to "come out of the shadows" will retain the right to remain in the illegal field.
He also warned that sooner or later the connection between the owner and the crypto wallet will become obvious, and all previous transactions will become known along with the tax consequences, so without the legalization of crypto assets in the future it will be difficult for citizens to explain the origin of funds when purchasing expensive items or assets.
As we wrote earlier, in May 2025, the Deputy Chairman of the Finance Committee of the Verkhovna Rada Yaroslav Zheleznyak reported that the consideration of the draft law on the legalization of the cryptocurrency industry was blocked by the Office of the President of Ukraine.
But in February 2025, during the conference "New Economy: Cryptocurrencies, CBD and OnlyFans", which was jointly held by "Mezha" and "Economic Truth", the head of the Verkhovna Rada Finance Committee, Danylo Getmantsev, stated that the main part of the bill on the legalization of cryptocurrency in Ukraine was completely ready. "We stopped at discussions on the financial monitoring of these operations and on taxation. In fact, we want to create normal conditions for the taxation of this activity, which exist for other investment assets," Getmantsev noted then and added that by the summer of 2025, cryptocurrency will most likely be officially legalized in Ukraine.
