Apple will avoid new EU fines thanks to changes in the App Store

The European Commission has approved the App Store updates that Apple implemented in June 2025 to comply with the Digital Markets Act (DMA). The company will avoid fines of up to €50 million, Reuters reports.

Apple has changed the App Store's fee structure and allowed developers to use third-party payment systems. They can also redirect users to external services to purchase digital content.

Developers can now choose between two tiers of service: basic (5% of revenue), which does not include ratings, promotions, and updates, and full (13%, or 10% for Small Business Program members), which includes all App Store features. In addition, an initial fee of 2% and 5% are charged as the Core Technology Commission (CTC), which replaces the controversial CTF — a fee for installations over 1 million per year.

By January 1, 2026, Apple plans to transition to a single model with three types of payments: service fee, upfront fee, and CTC. The maximum amount of fees will not exceed 20%, and the pay-per-install model will be completely eliminated. Developers with limited features will pay up to 12%, and small companies will pay between 10 and 15%.

Apple also appealed a previous fine of €500 million for violating the DMA.
